Adjusting valves on a 95 yj

hows it goin guys... i'm pretty sure i'm right on this one but i'd like verification before i go to tightening my valves.... when i start my jeep(2.5L) the valves tick for a little while then i guess when they finally get enough oil on them there less noticible .... does this mean i need to get them adjusted? and also might be related but is there a reason that near the end of my air filter line theres oil building up around the part where the line hooks up to the throttle body ... not much at all but it is noticeable i asked my friend and he said its probably the valves where they need adjusting... he told me his old beetle did the same thing then he had them adjusted and it quit... i know i shouldnt compare a jeep to that but i'd say i can in this case thanks for the help
