starter problems 95/98 dohc

i have a 95 neon with a 98 dohc motor in it and im having a few issues with the electrical system. first and foremost the starter cranks over when ever the battery has power, i took the starter relay, and fuse out as well as unplugged the clip that goes into the soleniod and it still cranked when the battery got power, the clutch position switch and ignition switch are all good as well as the wiring on them. second problem, the drivers side inner marker light turns on with the key and wont work as a turn signal. third problem, i put an aftermarket steering wheel in the car and had to take out the rotator assembly that has the horn and airbag wiring in it, how do i get a working horn in here so that i can pass inspection?? any help would be great, thanks
