98 windstar headlights

Tried to figure this one out on my own and searching old posts. The DRL's work, parking lights work and flash to pass works. I have no high beams and by the looks of things no lows either. I tried lights on with van running (DRL's come on when started and parking comes on when dash switch is turned on ) and not running ( Turn on dash switch & no head lights just parking ). I have dash lights but the small light to light up the dash light switch doesn't work either.

Dash switch seems to be fine with a test light but I'm guessing at the test sequence, #4 #10 & #38 fuses are good. An older post refered to a ceramic balast mounted behind / under the pasenger headlight. Found it and a wire was broke off. Ford says it's an obsolete part and just bypass ( is only to reduce pwr for DRL's ). Did that and no change.

So i'm thinking it's prob the multi switch but I didn't think the lows ran through that! If it could be the multi, how do I test it and what fasteners are up in the slots holding the column cover ( philips - torx )?

Problem fixed! I broke down and bought a service manual. The test steps for the multi switch showed it was the cause.

I am posting a new thread " Windstar Headlights Important Read" for some very interesting info regaridng this that all should read.
