I think all you are trying to do is replace the bulb, so you can probably stop after completing step 2 below. However, it sounds like the trick is removing the headlamp. I've pasted the steps for removing the headlamp after the "Front Lamp" installation section.

Front Lamp — Lamp Assembly, Taurus

Removal

1. Remove headlamp (13008). Refer to Headlamp Assembly.

2. Turn lamp socket and wiring (13410) assembly 1/2 turn counterclockwise and remove from parking/turn signal lamp housing.

3. Remove screw from park/turn signal housing.

4. Using 1/4 inch drive socket extension and swivel, insert tool through two access holes in upper radiator support. Remove screws from park/turn signal lamp housing.

5. Remove parking/turn signal lamp from vehicle.

Installation

1. Follow removal procedure in reverse order.

Headlamp Removal:

Note:
Make sure that the headlamp switch and the ignition switch are in the OFF position.

1. Remove three bolts retaining headlamp assembly to upper support assembly and loosen pinch bolt. Remove headlamp assembly from vehicle.

2. Remove park lamp bulb and socket (Sable only) and headlamp bulb and socket from headlamp assembly as described.

Installation

1. Follow removal procedure in reverse order.

2. Push headlamp assembly firmly rearward, seating against upper radiator support assembly while tightening retaining bolts to 6-9 Nm (54-79 lb-in).

3. If necessary, adjust the headlamps. For additional information, refer to Headlamp — Photometric Aiming or Headlamp — Wall Screen Method Aiming in Adjustments.
