When it comes to cars im ignorant!!

Ladys and gentlemen im not an idiot its just i barely got a car and ive never had any reason to wonder about anything that had to do with automobiles.
If someone could answer these for me i would really apreciate it.

How do i know how much the difference can be for some bigger rims for my car?

What would i need to do to raise the front?

Do any of the people that have chrome rims feel that they raise the posibility of theft?
