Question New GA tax law clarification

I found out that the GA law for sales tax on cars purchased out of state has changed. The statement on the Georgia DMV web site states:

Effective January 1, 2006 - When applying for a Georgia title for a vehicle that was purchased from an out-of-state/country dealer or business, Georgia sales tax must be paid at the time of application or proof must be submitted that the sales tax has already been paid.

I am considering buying a car out of state from a private individual, but we are going through our banks (he has a payoff, and I'm financing). Does the change in GA law effect this type of purchase or does it only apply to cars purchased from dealers (as it states on the web site)? Has anyone here had to go through this? I just don't want any surprises at the DMV counter when trying to transfer my tag.

not really sure about any of that ... but if u were smart you would calculate the cost of the tax on your car.. the subtract it from the car and tell them you paid $$$$ for it and then it was $$$ for the tax included in that and get the out of state guy to "lower his price" so lets so it was 5000 for the car calculate the tax and then subtract it lets so its 4500... tell him to "sell you the car for 4500" and the tax was 500 , so the total was 5000... instead of paying 5000 + tax.....

unless u wanna pay extra for tax go ahead...

Yeah, I thought about that also, but wouldn't the state of GA then go after the seller for the taxes "paid" by the buyer? Then the seller would be in the same boat that I'm in now. Also, remember we're dealing with a car with a bank lien on it. His bank is sending the title to my bank and I'm not sure they would go for that.
