ground wires (trunk lid)

when you open the trunk on my '00 cvpi there are 2 flat ground wires the go from the inside of the trunk, up the peices that connect the lid to the body. there is one wire on each connection. They are both severed, almost looks like it was done on purpose. It appears to be grounding the trunk lid. whats the point? just a police thing no longer needed?

it helps ground if the pd adds radio antennas or lighting to the lid. not needed
