'97 Jetta GLX VR6 Transmission!

I am so incredibly confused. My '97 Jetta has been running really funny lately. First of all, I don't know anything about cars. And this is my mom's car. It's a '97 VR6 with 77,000 miles. I've been driving it a lot in the city lately since I don't need to take the freeway to work so there's a lot of stops and gos. When the light turns green and I step on the gas, it takes a while to go. At around 20mph, the RPM jumps to 3000 or so and it just stays at that speed. High RPM, low speed, and I'm barely stepping on the gas. What's wrong? And what do I need to do? Any help would be very greatly appreciated. Thank you!!

try driving on the freeway some. Get on and off and on and off, flooring it some. Maybe the transmission module has leared you drive only city and is making the revs high to keep the engine warm/ warm up faster
