what do the codes p1684 and p0700 mean?

P0700 - Transmission Control System Malfunction
P1684 - PCM has lost power while the car is off. Your battery posts may be corroded or a battery wire may be losing it's connection.

it takes off fine in drive and reverse but when it should shift to second it goes to neutral until i put it in park then drive again.

Check your throttle cable and fluid level. If fluid is low, only use Mopar ATF+4 to top it off.

i dont know what to look for on the throttle cable but the tranny fluid was full and it smells burnt

Pick up a Haynes Manual for the throttle linkage. And no the burnt smell does not necessarily mean it's toast. Although you might want to do a fluid and filter change now!

ok, is the filter right there when u pull the pan off?? and what would it do if the throttle linkage was messed up??

Yep, it's the first thing you see. I would suggest adding a drain plug while you have the pan off also, makes life easier for the next time.
