Help me please

Ok, I'm a women, but I am not dumb. I have a HUGE problem. Saturday I had a new tire placed on my car. It's a 2000 Ford Focus. I had the tire put on the drivers side front end. Here goes nothing. I can't get the front tires off to replace the front brakes. They will not come off. Yes, I took the lug nuts off. I can't figure it out. What could be wrong. Does anyone know what I should do? I have to get the tires off because I need new brakes to pass inspection. I mean the guy just took the front tire off to put a new one on. Help me please. I'm lost, or just wheely stupid.

one time i had a wheel replaced and when they took the wheel off the guy had to hit it with a hammer to get it off the car. so it might just be stuck on there really good. of course you would hit the tire and not the rim.
