95 Metro Rough Cold Idle

This problem is driving me mad! The car idles extremely rough at cold start up then after warming up a couple of munites it runs great. I have changed the coolant temp sensor, Cap, Rotor, Wires, Plugs, all filters, and temp sending unit. I have also taken apart the electronic throttle control on the back of the TBI unit and verified that the electric motor inside works in both directions. Has anybody seen this before? The dealers in my area all have a different opinion.

Does it idle about 1500RPM's when it's cold? The cold idle valve should bump it up to 1500-2000RPM's.

No. It idles about 300 to 500 rpm and acts like it is firing on 1.5 holes. The compression test I took was 200 across the board cold so its not a valve or lifter. The old plugs show no sign of poor burning and the head gasket checks out.

Sounds like your cold idle valve is toast, or plugged. Is your engine a 1.3 or a 1.0?

Yes, it is a 1.0. Where is the cold idle vale located?
