1999 Passat V6 - Brake pulsation

The brakes on my Passat pulsate when I firmly brake at 60+ mph and I do not get even braking under 20 mph (the car does not consistenly/evenly slow down but instead gives a pumping feel as the car slows down even though the pressure on the brake pedal is even). Any suggestions? This car seems to do this within 15-20,000 miles of getting new pads and the rotors turned. Is this common on Passat's? Could the calipers be causing this?

Possibilities could be that the sensor for the abs maybe too far out or bad (this will generate alarm for ABS), the breaks need to be "seated," or the break disks are warped from too hard breaking--this happed to my cars before. And the solution for warped disk breaks are to turn them or change altogether.
