Sometimes you have to do surgery to the wheelwells and suspension to fit larger tires. Happens to me all the time. Sometimes it isn't too pretty, but you can't always attach the wheels in the same place the kit engineers determined and have the car look right.
You need to grind away extra material so the wheels fit, then you need to attach brakes to the wheels, and figure out how to glue those assemblies to the suspension itself. The model must be set on a table at the proper ride height, and you should fit the wheels in from the sides to see how they fit, and when you finally have got the right look you will glue the wheel/brake assembly to the suspension uprights. You might need to remove material, you might need to add material to make it work. Once you've done this a few times it becomes second nature and that's how you'll approach the wheel position on every model, since they never seem to locate the wheels properly when you build a kit OOB.

Re: HASEGAWA CIVIC - i have read the FAQ but still cannot low the car...help!
He may have used different sized tires/wheels. If your wheels/tires are wider, then you must cut. Revell Tuner wheels/tires are narrower than many so they're easier to fit to many models. Fujimi wheels/tires are so wide one often has to cut a smaller model to get the wheels/tires to fit. You might P/M him to find out how he fit them, I don't know where those wheels came from.

Re: HASEGAWA CIVIC - i have read the FAQ but still cannot low the car...help!
Those are the old Fujimi TE37s, and they are a touch smaller than the rims in the Tamiya S2000 kit. I didn't have to cut the wheel arches out, but the tires are resting right against the arches, if I had used the S2000 rims (I test fitted them), I would have had to cut the arches. Otherwise, I did exactly what Zoomzoom said; I attached the brakes to the wheel, test fit, adjusted, test fit, adjusted, test fit, adjusted, and finally use plenty of epoxy to attach the wheels in place while held the correct height from the table (I think I set it on sanding pads) so all 4 wheels would touch. Feel free to PM me if you have any more qustions on this car - you seem to be asking a lot about it. And remember, modeling is a lot of trial and error. 80% of the time, there is no correct answer to a modeling problem, just what works right for you. Now, we tend to steal what works for other people... but that's a different story. So try what you think might work, and if it doesn't, so what? It's only plastic.

"Stealing ideas" is a bit of a joke, most people here don't care one way or another if you do things the same way they did - that's why we post here. To share ideas. Good luck with the Civic.
