91 Park Ave Parking lights won't shut off

My parking lights won't shut off, and i can't find the fuse to turn them off. I have tried every fuse and every other light turned off just fine. the problem started about a week ago, i came out of work and my battery was dead. I got a new battery and terminals had the alternator checked and everything was fine. that night i couldn't get the headlights on. i played with the steering colum, moving it up and down and pulling on the high beam light and well it started working when i was half way down the hill.

Now tonite, my parking lights won't shut off. i think there is a short somewhere in the electrical system, because sometimes things just stop working. ie; the power seats.

Also the heater blower sometimes doesn't turn on unless i open the hood and slam it down then wala.....i have heat

Someone please help, i got fed up tonite and just disconnected the battery.

You have a fuse panel under the drivers side dash as shown below. It looks like fuse #14 is for the parking lights. You may have a stuck relay or a bad switch. The blower fan motor may be going bad, if vibration will cause it to start running.
