1994 Jetta cranks but will not start update.

I was just updating to let you guys know what is going on with it. I replaced the ECU. That was one problem. The car will start and runs great as long as I have the ECU relay jumped out. Is there another relay that tells the ECU to hold the #3 relay in? After I jumped out the relay I put the old ECU in to make sure that it was bad and it was. Car will not start with the old one. Does anyone know what will keep the #3 relay from pulling in? Any information would be greatly appreciated. Thank you.

Starting problem solved. The person who I bought the car from had been trying to fix the power windows and had pulled out several relays. They pluged the wrong relay into the number 3 spot. I pluged the right relay into the spot and the car started right up. The starting problem was the ECU. Now I have to figure out why the power window will not work. All of them stopped working at the same time. Any input would be greatly appreciated.
