99 Sunfire burning oil

I have a 99 Sunfire 2.4 that is using about a quart per 1000 miles. I had the oil pressure relief valve, or whatever they have on them, replaced. The mechanic that did it said that probably wasn't the problem cause the old one was clean. He said when it's running and you take the oil cap off there is no pressure, so he didn't think it was a ring issue, but he didn't really have an answer. I'm wondering if there a common head problem on these? The only thing I could think was valve guides? It only has 60,000 miles on it. I'm trying to figure out if it's worth fixing. Thanks for any help anyone can give.

It's burning, 100% certain. Even have black by the tail pipe. But you can smell it sometimes, usually when at stop lights and it's warm.
