Unhappy 94 Honda SI redline problems

Hi people!!! here is my problem... I got a honda SI, stock D16Z6. I replace the water pump and timing belt. I align the lower pulley with the marks on the cover and the top pulley with the "top" on top and align the marks on the side. Engine start fine, but now it don't reach 7500RPM redline. It just go to 6500RPM I used a timing light and adjust the timing to 16* BTDC and still have the same results. Any IDEAS what is wrong????
