Temp gauge not working...

1994 9C1 with a L99.
The temperature gauge does not work right. Under normal driving conditions it just barely goes past "C". Most of the time it stays way under "C". Hope that makes sense.
Where should I start troubleshooting?
Where can you tap in to put an aftermarket temp gauge in?
What the normal running temperature for the L99?

Might not be the gauge. Sounds like the thermostat is stuck open so the engine barely heats up. Super easy to change and will cost you $10 in parts. Plus coolant.
