Time control device?

Hi everyone,

Does anyone know how to get to the time control device. The manual has it behind the driver side fuse box where the emergency brake is.

I need to know if there is an easy way to get to it without taking the car apart. My wiper INT and my automatic door lock does not function but the rear defogger does work. The manual notes that the time control device controls the wiper INT, the automatic door lock and the rear defogger.
