Buzzing sound in dash and clock reset

I have a '97 Passat Wagon V6 that no dealer can find a problem with, but perhaps you can help. When I turn the car on there is a buzzing sound in the dashboard (behind the speedometer) and the odometer and clock reset themselves. This does not happen every time I start the car, but frequently. I have seen similar posts on the web describing the exact same thing, but no answers. Anyone know what’s causing this?

sounds like the instrument cluster is faulty. pretty common problem

Thank you! Would a faulty instrument cluster be consistent with the oil & water temp. gauges and tach dropping to zero during start up (which is when the clock and trip odometer reset)?

check the 20a fuse in the engine compartment next to the battery.
also check the fuse next to the coolant resivour

I've checked those fuses and both are OK. Still think it's the instrument cluster?
