97 Regal no Start/Gagues gone nuts

I have a 97 Regal GS, recently I tried to start the car and Nothing, the tach and speedo jump around, air bag light is dim. Every once in a while it will start but not run properly. If I turn on the headlights or use turn signals the fuel pump kicks on..i'm baffeled. Thought it might have been the passkey system so we got new keys and reprogrammed the remote..nothing.. tried the easy stuff, new starter, new battery, nothing. Is there a hidden ground wire somewhere that controlls the computer? Any ideas would be greatly appreciated

You might have an ignition switch and harness acting up. Common problem on Regals. Especially since you mentioned manipulating the headlights and turn signals to get the fuel pump to run.

The electrical contacts carbon up over a period of time causing a voltage drop or shorting out.
