Trouble programming new key for 2000 avalon

I just purchased a key from ebay for my 2000 avalon xls. I had it cut at the dealership and followed the programming instructions that came with the key, I got the key to make the security light stop flashing when inserted into the ignition like my master key, but it will not turn the ignition over to start the car. I also did the programming that removed any extra keys that may have been programmed to the car. Is there anything else I can do, or do I just need to get a new key at the dealership and spend 100 bucks?
