Tracker ECM?

I am experienceing some odd issues with my 1994 Tracker.

At first it seemed like the battery was dead.
Jump starting worked, as well as compression starting.
Then jumpstarting had no effect.
I purchased a new batery.
No difference. Still acted like it was dead.
So it sat for like a week.
then i went out and turned the key for kicks, and it started right up.
???
Drove it home.
Now compression starting wont work.
All i get is relay clack from next to the ECM.
The panel lights indicate a strange power fluctuation...sometimes the power will come up,
sometimes it just has relay clack and the pannel lights dim and even die completely
Has anyone heard of or experienced symptoms like these?
My best guess is the ECM, or a strange combo af relays and ...who knows what.

ideas?

Also, i am not familiar enough with this model to know how to get it to throw codes.
Help would be appreciated.
