Wiring lights/switch to cigarette lighter

I have a 02 Corolla and want to wire some interior leds I can turn on and off with a switch. Some have recommended wiring the switch and lights to the cigarette lighter. My question is: won't the cigarette lighter then require the switch (and therefore the lights) be on in order to get power? Say I want to plug a cell phone charger into the lighter...will it work with the switch off?
If not, does anyone have an alternate solution?
