Tough steering

My 98 escort ZX2 has been sitting for 3 weeks, and now that i finally got the serpentine belt changed, my steering is very tough. I had a hard time driving home from the mechanic yesterday, and today when I turn on the car I can barely steer. I don't know to distinguish the reservoir for the break fluid and the power steering, but I am pretty sure one of them is low on fluid. Will that possibly affect my steering?
How would I know which one is the power steering fluid?

I don't know about the 3rd gens but I am going to assume. The brake fluid should be up near the firewall.. The power steering fluid is the little reservoir that is where the belts are. That is, right above the power steering pump. Being low on fluid would cause you to have harder steering, and you should hear a really really loud "WUUUR" noise when you steer. If not, perhaps the person who changed your belt neglected to put the belt on the power steering pully?

The power steering resevoir should have a cap that says "Power steering fluid only". It holds about 12 oz. of fluid and the fluid is probably black unless it has been changed recently. Couild you take it back to where you had the belt changed and have them look at it? This is either a fluid problem or a belt problem.
