95 accord

My daughters accord ex with a 4 cyl. motor won't start. it doesn't even crank over. It will push start and when I turn the key on everything comes on. I put a new battrey in it and nothing. Now when I turn the key all the way to the start posoition and move the anti-theft key thing around it will start???? Does any one have any suggestions??

If you can push start it and it runs it sounds like the starter has gone out.
