passlock...fuel pump relay???

My 2000 malibu was not starting. I was trying to get the car to start in order to follow the directions to disable the passlock system (cutting yellow wire and splicing in a toggle). Unfortunately, I was unsuccessful in getting the car started by using the "turn the ign switch to on...waiting ten minutes to reset method". I then read in here about swapping the fuel pump relay. Swapped fuel pump relay with the horn relay and the car started and the horn works. This tells me that both relays work fine. So my question is how can I tell if the passlock still should be disabled or if my swapping relays fixed the problem. How will I know if the passlock system should be disabled? Thanks in advance.
