No high speed blower speed

I have a 96 that has the lower speeds but no "High". I have checked previous threads and now need to know where the relay for the high blow is located. Also In the event the motor is drawing excessive current and burning something up, how may amps should it be drawing on high? There are some relays that I found and switched them around with no effect. The dash switch is new due to the vacuum switch falling apart! I love this van, but everything plastic is self destructing!
Thanks, Dave in Fl.

I got a private message that the relay was above the blower moter. Well It isn't there on my van. I found it on the resistor board. The resistor board is hidden behind the windshield washer and coolant recovery bottles. It is recessed into the air plenum. The board has all the connections for various blower speeds and the relay is molded in requireing a complete assembly replacement. It has the words "Do Not Repair" molded in it!I don't think I was the first person in there. The hole for the board to attach looked kind of "cobbled" Perhaps someones update? who knows.I took the connector apart and found a set of contacts had overheated and lost connection. I cleaned them with a jewelers screwdriver and put some dielectric grease on it. Works fine now.
