brake lines

would it really be that bad of an idea to cut the rear brake lines? there not used much....unless parking brake is engaged.. please respond quickly.. 79 malibu 6cyl 3.3

well its my brothers car, he has been having alot of problems with his brakes, he cant stop his brakes never work, my dad replaced the wheel cylinder and it didnt work, it started leaking and fluid was everywhere, so i sent him to buy another one and I put it on, my dad is an old hill billy that thinks u can run a car off of rubbing alcohol...lol.... but i put it in and the brakes dont even expand when he hits his brakes, they move maybe 1/8 inch when he locks the parking brake, so im kinda out of ideas as far as whats wrong....
