Unhappy Throttle sticking

Help, any ideas on a sticking throttle in a 2000 Monte, Is it something fairly easy to fix or will a machanic charge an arm and leg to fix

I had one on an older Monte that tended to stick in colder weather. My guess in my case was that water vapor condensation was freezing the steel cable inside the jacket. I would have to shoot some WD40 (displaces water) into the jacket once in a while. It was also easy to pop off and work by hand until it freed up.

You mean it wont idle down, the pedal is hard to depress, need more info here.
