Underdrive Pulleys on 96 GTI VR6

Hello, Its me again sorry for all the new threads but I's like to know as much as I can about my new car. It's a 96 GTI VR6 and thinkin about putting on a OBX Underdrive Pulley. I looked under my hood and theres not much space to get to the pulleys. I didnt know if I could do it myself in my garage or if I would have to pull the whole engine? Im 18 and mediocre at cars. New to V-Dub's. Would I be better off spending approx. $100 on other things that will gain HP. I really dont like Hondas and where I live there is a lot of kids with hondas and I would like to be bigger and better and dont forget faster. If anyone knows there is a 2000 Honda Si with an exhaust and maybe some cams would I beat it?? I dont think I could. Im talkin Legally on a track.
