Bora suspected air intake problem

I have a 2000 VW Bora and always thought she had a problem with the turbo but I am suspecting it might be a problem with air intake. When I drive on the highway, going up a relatively small hill, the speed dies to 60 miles/hour with my gaz pedale at the max.
Could anyone give me advices on this so it does not cost me too much!!!
I would really appreciate this.

For a suspected air intake problem, I'd check the airbox first for a potential cheap fix. Examine the air filter and replace it if necessary. Also remove the metal air screen sitting below the air filter and dust it off. The air screen does a good job of keeping junk out of the air box but it collects dirt over time and starts to restrict air flow. If these items don't remedy your problem, you may want to start taking a look at your car's throttle body and mass air flow meter. Hope this helps.
