Question turn signals not working

I have just bought an 89' crx si and the guy that i bought it from neglected to tell me that the turn signals didn't work. I have checked all the fuses and there all in good shape except for the dome light fuse that keeps blowing out every time I try to replace it. I know that the two are not entertwined so whats the deal?

Brake lights work ,l hazerd signals work , but wen you go to use the turn signal it clicks over but does not come on????

I have a parts car so if I need to replace something I can.
