Emission Test Failure

Have "91" JX that will not pass test. Cannot get the HC(ppm) to drop at idle. Standard is 220 and cannot seem to get it below 1210. Have replaced all vaccum hoses, basic tune up, oil change, and have replaced the cat converter. Any help would be appreciated.
