Whats up Fellas? This question is for my brother and cousin. They can get the heat to come out of the vents. It always comes from the floor ans dash near the windshield. Is that how is supposed to be?

yes.
with the climate control systems on caddies, you will not get heat from the a/c vents on the front of the dash, just like you will not get cool air from the floor vent when the a/c is on.
that is just te way it was designed.
