Hazard/Turn Signal Problem

Car Info:
1994 Passat GLX VR6 Sedan

I've been having a problem with my Hazard and Turn signal. Initially they both turn signal and hazard light used to blink really fast or either would not blink at all or very slowly. after a while it just stopped blinking all together.

Lately, when ever it rains they start to work but they never blink. A frind of mine suggested that it might be because of the flasher or turn signal assembly is not working.

So I thought it is cheaper to replace flasher because it only cost about 10$ and see if that fixes the problem. But so far I havent been able to find out how and where to change the flasher at. So then I took it to number of mechanics and cheapest qoute I got is for 120$ just to change the flasher.

I would greatly appreciate if someone would either direct me to a website link or just let me know the steps to changing the flasher, or let me know the solution to this problem if someone had a similar kind of problem because I would really hate to spend 120$ just to get a part replaced which cost less than 10$ ... !
