wipers not fully functional

96 GMC Sierra,
I have a problem with the wiper functions. I only have high speed working and wonder if it is control board related in the motor or is it the control at the steering column faulty. Any help greatly appreciated.

99 times out of 100 it is the control board. Very common problem.
