98 LS pgm fi fiasco

What's up! New to the site,looks cool. I have a 98 integra ls. No start, injectors stay on, everything is staying on like the pcm is being backfed through the pgm fi relay. Anyone see this before? this one's driving me Lemme know! Thanks!

Yes, it has spark. Tried to disconnect all pcm input sensors, thinking maybe an info sensor backfeeding the pcm. Tried KG pcm, & main relay. Disconnect under dash fuel pump fuse, buzzing goes away. Yes, IAC, fuel pump, injectors, etc... stay on until the U/D or under hood FI fuse is removed. Suspect main relay wiring STG/STV, & backfeeding PCM.
