Angry running like crap, need help pleaseee

I have a 1994 sc2 with the 1.9l and it is running like crap. There is no power what so ever, and when you give it gas, the exhaust sputters like crazy. I was outside revving it, and I noticed that it only rev's to 4500 and it wont go any higher. The engine wont go any higher than that. Also, I took the spark plugs out the other day and they were covered in oil. I dont think that is a very good thing. Anyone have any input.?

ok first off, you have a standing limiter, it wont rev beyond that point sitting still.

now as of the oil covered spark plugs, you either have carboned piston rings or the valve stem seals are bad. you can try a piston soak, pour marvel mystery oil, seafoam, or gm tec ontop of the pistons and let set for about 12 hours. keep a check on the level of fluid in the cylinder and fill if it drains down before the 12 hours. dont completely fill the cylinder, but enough to submerse the piston. you should do this about the time it needs an oil change. now ive also known of guys who do this while the engine is still warm, not hot. they pull the plug, put their choice of fluid into the cylinder, then put the pull back in so it causes sort of a steam.

the oil soaked plugs is most likely the problem, so you need new plugs and first try the piston soak, yours might need a few go arounds with it. saturn dealerships also use a jk tune up in the crankcase to remove carbon build up on the rings. now if the soak doesnt fix the oil problem, then its the valve stem seals or the rings are so badly carboned that they are frozen to the piston. have you noticed blue smoke or white smoke coming out of the exhaust, a cloud not the small clear white puffs from moisture.
