97 cobra problems...please help

Ok, got a 97 cobra. 600 miles on rebuilt 4.6. 100+ miles on optima red top battery.

Check engine light keeps coming on, after checking with my snap-on modis i keep getting

- o2s11 low voltage, only that sensor, (anyone know the resistance specs on the sensor??),
- OBDII system check incomplete (how many miles needs to be put on the new battery before all sensors will recognize??)
- and one that really confuses me since i had a degree in automotive technology is IMRC (Intake manifold runner controll stuck closed). WTF is that? and how do you fix it?

if anyone could help me out i would appreciate it cause it will not pass inspection and we only have a few more days before we start getting fines for late inspection.
