ABS Troubles

I have a 93 Ranger 2WD that I just purchased. It has both the parking brake light staying on and also the ABS light stays on. I have followed the process to retreive the code and got a code 4. I have checked the fluid and topped it up. The E- Brake works fine, and the brake pads/shoes are good. Checked all fuses and none are blown.... now here's where it gets kinda funky. Since grounding the wire under the dash to get the code, I have no Instrument panel lights...( All fuses good) and also, when I turn on my headlights now... the ABS code 4 starts flashing and won't stop until I turn off the key, but will start again as soon as I turn on the headlights..grrr
Would really like to know how to clear the code to see if its the issue with the IP lights.... and then how to troubleshoot the issues with the ABS System....
