2000 Saturn L Alarm Malfunction

Every once in a while the security lights flash when driving. When shutting the ignition off the door locks will not open automatically and the alarm cannot be set. If trying to start the car again, the car will sometimes start but will not shift into gear. By disconecting and reconnecting a fuse out of the fuse box and puting it back in, everything seems to work again. I'm having to repeat this process atleast twice a week. The dash lights also flash when the security lights come on.
