99 brake problem

Hi, my wife has a 99 LHS that needs rear rotors & pads again. They were replaced by the dealer about 12k ago when we got the car. The outside seems to be rusty & closer to the center it is clean metal. Is there something special I should know if I change them myself? Is this normal wear for this car? Is there a long term fix to this problem? Thank you for any help, John
