instrument panel bulbs burnt out/dash disassembly

I just want to double check to make sure I'm doing this right. I'm getting conflicting stories. Do I need to remove the steering column in order to get at the instrument panel. I started pulling it apart last night and the black finishing piece sticks horribly around the steering column, are there bolts or screws somewhere round there that aren't visable or is it just retaining clips that sticking due to age? The only reason I ask is cause I don't want to break it, but if I get irritated enough I just might go that route. I've taken off other finishing pieces and never had this much trouble. Thanks for any help.
