Automatic Climate Controls

My 98 Jimmy with Automatic climate controls only blow air through the cabin vents. I was told to replace the automatic controler, which I did and did not work, then I replace the HVAC Vacuum Solenoid which has not helped.

I checked the vac hoses, and was wondering could it be the little motors sending a signal to the controler?
