Question P0441 Code and Stuck Idle??

I know what the code is for. Bought a scanner from Canadian Tire for 159.00. Good investment. Driving 95 2.3 quad 4 Cavy tonight after about 30 minutes the idle was stuck at @2600RPM. Real fun on icy and snowy roads. Anyhow, after 40 minutes of back roads and brake riding started shifting the heck outta it (in town, had to use 2nd). Then it started working fine again.
Question is, can these two things be connected? Gonna get my brother to look at it tommorrow. And seeing as it was -10c. Just hoping it got frozen. Also, I changed gas cap and cleared the codes twice. After an hour or so of driving, check engine light comes back on. Should I just replace the whole canister thingy? Car has 284,000 kms on it. Just wondering if it's time to let er go. Not the transmission I hope!!! Maybe that'll be next week after the shifting.

I had the P0441 and it was a valve on the fuel vapor line at the cannister.
