Blower on high...

99 Quest GLE with electronic climate control and rear A/C. As soon as the key is turned on the blower blows on high even if you press off. Tried the blower relay next to the fuses but it wasn't the problem. I am leaninng towards the control head. Any thoughts out there?

most often it's the blower amp near the blower motor. seen this on on other nissans with auto climate control.
