90' Mark 7 cruise control follow-up / How can you tell if the servo is not working?

This is a follow-up to my previous post. I have checked and the vacuum tested the brake dump valve, checked the steering wheel switches and run the code tests listed on lincolnsonline.com and the codes still comeup clean. I need some serious advice. I have some back problems and any help sooner will be better then later, please. If I have to remove the steering wheel and check the clocking spring, what do I NEED to do, check, watch-out for?
