97 Tahoe Wipers wrong postition

Another problem with this truck is the wipers seem to be in the wrong home position. When I turn them on, they go down about 2" before they come up. When driving without them on, the wipers are higher and they obstruct your view. Also, the driver side wiper is higher then the passenger side. I took of the wipers and they are on a splined shaft which also has a keyway. The keyway does not allow me to just move to a different tooth. Please help!!

Wiper control module is going bad, can pick up a replacement at any parts store or gm dealer. These are a known problem, and there was a recall at one time for the problem.
