i lost my control 4 my keyless entry and i was thinking of buying 1 off of ebay but were can i get it programed do i have to go to toyota?

you can do that or just get the programming info from the FAQ section. Either way will get the job done.

Toyota uses 2 different types of remotes, a FACTORY installed, and a DEALER/PORT installed system - so you have to make sure you are buying the correct remote for your receiver.
